BoringSSL bots appear on Chromium CLs with funny categories |

Issue descriptionIf you click 'Choose trybots' on a Chromium Rietveld CL, lots of waterfalls show up, including client.boringssl. This is odd since client.boringssl is for a completely different repository. It also doesn't remove the leading digits from the category names. (Leading digits are documented to be removed per https://chromium.googlesource.com/infra/infra/+/master/doc/users/services/buildbot/builders.pyl.md#category )

Yes, this is an issue with the overly-permissive way Rietveld calculates which bots to show. This is fixed in Gerrit, which uses a whitelist to show a more sane collection of bots. Unfortunately it is highly unlikely that we will fix this in Rietveld, since we will be leaving it behind in favor of Gerrit in the near future.
