Turning down "Win Zenbook Perf" builder on the perf waterfall |

Issue descriptionCurrently 4 out of 5 zenbook on "Win Zenbook Perf" builder is turn off, causing mass failures on the perf waterfall. We are also considering reevaluate the config to use for low end Windows laptop, so we should turn down this builder meanwhile.
