Opening a URL through Hangouts when chrome in disabled mode in android mobile

Steps to reproduce the problem:
1. In Android Mobile Settings>Apps>Chrome > Disable the app
2. Open Hangouts click any url from any conversion 
3. now Hangouts will crash 

What is the expected behavior?
Need to show a message as "browser unavailable"

What went wrong?
One condition is missing while open a url.

Condition is weather browser is available or not, if yes then open a url else show a message as "browser unavailable"

Is it a problem with a plugin? Yes Hangouts
