Creating a bookmark from a new tab page tile doesn't set the bookmark name |

Issue descriptionSteps to reproduce: Open a new tab. Drag one of the suggested pages to the bookmarks bar, starting on the image part of the suggestion. Notice that the newly created bookmark doesn't have a name but just an icon. I would expect that bookmarks, which are created this way would have the title that is shown in the new tab page. This works correctly when starting on the suggestion title instead of the image. An "alt" attribute on the image probably fixes this.

This is a regression. Works fine in Chrome 58 Stable. It is broken in latest Chrome 60 Canary.

I could reproduce this on 58 stable and on master on linux. You have to start dragging on the image of a suggestion

I can reproduce too (59 beta). Not a (recent) regression, hence reducing prio.

I am able to reproduce the issue on the latest canary(60.0.3095.5) as well as the latest stable(58.0.3029.110) on Windows-10, Mac OS 10.12.4 and Linux Ubuntu 14.04. This behavior is non-regressed and has been there since older chrome version: 40.0.2172.0(screen-cast attached). Test steps followed: ==================== 1. Opened facebook.com mutiple times so that suggestion of the same is shown under NTP. 2. Drag and drop the suggested facebook page 1st from title and next time from image. Actual results observed: >Dragging and dropping the suggested page from title to the Bookmark bar shows the name of the bookmark but when dragged from image shows only the favicon without name. Removing the Needs-Bisect label as this is non-regression issue.Please review the attached screen-cast and confirm if anything being missed here.
