Issue descriptionSteps to reproduce the problem: 1. Open Chrome on Android mobile. 2. Access this URL : video.m.baidu.com 3. Try to scroll the menu on the upper part of the webpage. What is the expected behavior? It can scroll the menu smoothly What went wrong? It hard to scroll the menu. The bug video: http://hostudio.cn/chrome/issue/menuhardtoscroll.mp4 Did this work before? N/A Chrome version: 58.0.3029.83 Channel: stable OS Version: 6.0.1 Flash Version: NONE 1. It cannot be reproduced on Chrome of iOS (iOS 10.3.1 with Chrome 58.0.3029.83) 2. It also cannot be reproduced on other browser in the same Android mobile. 3. It can be reproduced on Chrome 58.0.3029.83 in another Android mobile.
