Regression: 'Location' exception remains in allow section even if block option is selected.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Pre-Condition: Enabled 'Site settings with All sites and Site details' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome,navigate to https://permission.site/
(2) Click on Location, then click on 'Allow' button of Allow/Block permission bubble.
(3) Navigate to chrome://settings/content/location, click Subpage arrow icon then change loaction exception to Block.
(4) Come back to previous page(i.e.chrome://settings/content/location) and observe.

Actual: Location exception remains in allow section even if block option is selected.

Expected: Location exception should appear only block section once its selected.

This is a regression issue, broken in 'M-60', will soon update the other info:

Able to reproduce this issue on windows 7, Mac 10.12.4,Linux Ubuntu 14.04 with Chrome Canary-60.0.3095.0.
Manual Bisect:

You are probably looking for a change made after 468198 (known good), but no later than 468199 (first known bad).
