Regression : Focus traversal is not smooth on using Down Arrow key in 'Connect to Network' screen

Issue description

Chrome Version: 59.0.3071.47/ 9460.34.0  Beta-Channel  Daisy,Candy and Minnie

OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > Navigates to 'Connect to Network' screen
(2)Now keep Focus on First Wi-Fi Network and now press Down Arrow key till focus reaches 'Add other mobile network'
(3)Now again press down Arrow key and observe Focus immediately doesn't traverse Up and after 4-5 clicks it traverses to second Wi-Fi Network (Please refer Video)

Expected: On clicking down arrow key Focus traversal should be smooth
Actual: Instead Focus traversal is not smooth

This is Regression Issue as same is working fine in 57.0.2987.146/9202.64.2 stable -Channel Candy

Note:
1. Issue is seen in M-58 and latest M-60
2.Keep Focus on First Wi-Fi Network and now press Up Arrow key and observe Focus does not traverse.

Is this UI use WebView?  If not, could you remove Blink>Focus?

Zach, this seems to be a different one.

It's about "the list of network can change while scrolling, which leads to random network focused, which, in order, makes it very difficult to navigate long list of WiFi AP using ChromeVox".


This is still an issue in both Settings and OOBE, and I believe we still do not have good solution to this.
