bluetooth: Send over binary data instead of a string

Issue description

From an IPC perspective, it would be preferable to send a binary device ID (the "128bit string"), which I assume can be any arbitrary binary data, as opposed to serializing it as a base-64 encoded string and then attempting to enforce structure on the string.
