Regression : Unnecessarily two horizontal scroll bars are seen in devtools.

Issue description

Version: 59.0.3071.47 11e144fef00160b11b4149197763e8c4387791fb-refs/branch-heads/3071@{#475}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Network' section and press 'F5' key to record some activity.
3. Now select 'gen204?s=newta...' row from activity list so that 'This request has no preview available' message is seen and resize that window to RHS and observe at the bottom end of that window. 

Actual: Unnecessarily two horizontal scroll bars are seen after resizing window   
Expected: Unnecessarily two horizontal scroll bars should not be seen after resizing window

This is regression issue, broken in ‘M 58’ and will soon update other info :

You are probably looking for a change made after 452418 (known good), but no later than 452419 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #60.0.3094.0
