React to doc links on mouse up in the PDF Viewer

Issue description

What steps will reproduce the problem?
(1) Open http://www.adobe.com/content/dam/Adobe/en/devnet/acrobat/pdfs/pdf_reference_1-7.pdf
(2) Go to page 5, the table of contents. 
(3) Click down on any bookmark on the page and hold the mouse button down.

What is the expected result?

No reaction until the mouse button is released.

What happens instead?

The PDF Viewer immediately navigates to the clicked link.

This behavior is inconsistent with how the PDF Viewer handles web links, and inconsistent with normal link clicking behavior on webpages.

PDF: React to doc links on mouse up instead of mouse down.

This is more consistent with the behavior for web links.
