DevTools: Bindings.cssWorkspaceBinding.uiLocationToRawLocation() should support UI locations for inline stylesheets

Currently, Bindings.cssWorkspaceBinding.uiLocationToRawLocation() does not return correct raw locations for the locations within HTML ui source codes matching inline stylesheets. This should work, similarly how it works for scripts and for CSS mappings from raw to UI.
