DefaultHeaderPainter::PaintHighlightForInactiveRestoredWindow() paints IDR_AURA_WINDOW_HEADER_SHADE_INACTIVE_*. One way to see it is to open a task manager and make it inactive (i.e. not the foreground window). However you have to squint really hard because it's an extremely subtle effect.
In the attached screenshot, I've modified the top portion to use a green checkered pattern for visibility's sake.
Can we just remove this? If not, we need a spec for what we should replace it with.
