This only repro on widevine VP9 video but not on H264 video.
AFAIK, EME VP9 is not supported on Android K, it is supported on android L.
the repro device has Android 5.1.1 build.

What steps will reproduce the problem?
(1) navigate to https://ats.sandbox.google.com/static/chrome_test_app/index.html
(2) load VP9 widevine video
e.g L3=> L3_audio_L3_video_vp9.webm.mpd

What is the expected result?
video is loaded and played

What happens instead?
video is loaded but not played
