Issue descriptionChrome Version: 60.0.3087.3 OS: Android user reports page anchoring is not working but I can not reproduce on Nexus 5X. user comment: While the link to view the page from the scroll → page middle jump → Back button → the original page middle is displayed momentarily may switch the display from the top of page is reloaded. Scroll anchor is not working? The repro instructions aren't clear to me. Without better instructions/example link this isn't very actionable. It kind of sounds like the page itself is navigating to a fragment. I suspect this isn't scroll anchoring based on the fact that back navigation is involved. Is there anyway to get more info from the user?
