We are unable to repro this issue on our testing devices Tested on Samsung Galaxy S5 (S<-G900H) / LRX21T , Samsung Galaxy S5 (S<-G900F) / LRX21T. I have tried by opening multiple tabs (news articles , images, video sites, wikipedia etc...) long tap and tap "open in newtab" and scroll the current page. Let me know if I missed anything in repro steps. Thanks

Could you please ask user to provide provide bug report.
Steps to capture bug report :
1. Goto device settings -> about device -> Tap seven time on Build number to enable developer option in device settings.
2. Perform the steps
3. Then goto device settings -> developer option- > tab on bug report (it will capture the bug report in text file)

If possible screen record would be helpful to repro the issue. Thanks
