Can't drag nested bookmark folder when displaying its contents.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Create a folder in the bookmarks bar. (When it is docked underneath the URL bar)
2. Create a second folder within this folder.
3. Click on this folder, and attempt to SLOWLY drag the internal folder somewhere else. (As long at the "empty" pop-up is visible, and you move it slowly, the browser will not let you drag the internal folder.)

What is the expected behavior?
We can drag any folder in the bookmarks bar, even if we move slowly.

What went wrong?
It might be that the browser is losing focus of the pop-up that contains "empty", and since we don't force the pop-up containing "empty" to close when we try and drag the folder, we end up unable to drag it.

Unable to reproduce the issue on windows 7, Mac 10.12.4 using chrome version 58.0.3029.96 .Able to drag the nested folder without any issues.
Please find the attached screen cast for the same.

Request you once please try the issue on latest stable 58.0.3029.110 and if the issue still persists please provide us the screen cast for better understanding the issue.

I think this issue is for any bookmark, not just empty folder ones. If you long-press/long-click on the bookmark item too long before starting a drag it won't let you drag it (this is on 58.0.3029.110 (Stable) and 61.0.3119.0 (Canary)).

mathew.wicks@gmail.com - does it work if you try on a normal bookmark link?
