Typing caron (ˇ, as in Š, č etc.) while in Developer Tools opens Settings window, can't type my last name

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Open Developer Tools, say Elements tab
2. Double-click any element or attribute to edit it
3. Type caron ("ˇ"), or try typing my last name ("Špaček")
4. Settings window opens instead, no caron in the field

What is the expected behavior?
The caron, or the letter with caron, should appear in edited field in Developer Tools, no Settings window opened

What went wrong?
Typing the caron opens Settings window even when an attribute is focused and being edited, so typing my last name in Developer Tools is impossible. The caron key opens Settings while using other tabs, like Console, too.

I've observed this only with Czech keyboard, doesn't happen with US keyboard. With Czech keyboard the "?" shortcut documented at https://developers.google.com/web/tools/chrome-devtools/shortcuts doesn't work at all. With US keyboard the "?" shortcut works, but only when not editing any content like attributes, which is expected.

Attaching a .gif "recording" of "whenever I press the caron key the Settings window appear".

einbinder@, should we merge this with https://crbug.com/174309 ?  It looks like there are mentions of Czech keyboard issues on that thread as well.
FWIW, I can type [ and ] using AltGr+F/G on Czech keyboard (on 58.0.3029.110), if that's the issue you're talking about as seen on https://bugs.chromium.org/p/chromium/issues/detail?id=174309#c57
