Make IDS_PRIVATE_USER_DATA_INPUT_DESCRIPTION platform independent

IDS_PRIVATE_USER_DATA_INPUT_DESCRIPTION should live in the platform
independent security_state_strings.grdp file, because its content is the
same across Chrome/Chromium.
