Select Dropdown Wrong Position With Flex+Sticky

Chrome Version       : 58.0.3029.96 (Official Build) (64-bit)

     Safari:
    Firefox: OK 53.0 (64-bit)

What steps will reproduce the problem?
(1) Open CodePen: https://codepen.io/mhluska/pen/VbQYPd
(2) Scroll half-way down page
(3) Click first select, click second select

What is the expected result?
Dropdown should appear on top of the select

What happens instead?
Dropdown appears far above the select (sometimes above content area in URL/bookmarks tabs)

possible.

Status: Untriaged (was: Unconfirmed)
Tested the issue on Mac os 10.12.3 , windows 7 and ubuntu 14.04 using chrome M58 #58.0.3029.110 and M60 #60.0.3094.0 and issue is reproduced.

Attached screencast for reference.

Issue is seen from M40 and is a non-regression issue.

Marking it as untraiged for further inputs on this.

The issue is much more pronounced for me than what is seen in the screencast.
