no option to disable new "fade in" visual animation effects on minimize/maximize

Reported by jcstur...@gmail.com, May 9 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Minimize Chrome
2. Maximize Chrome, notice the window manager "shell" around chrome appears immediately but the content itself fades/zooms into the full frame focus

What is the expected behavior?

What went wrong?
I don't want animations in my browser!! The less animation/visual effects that calculate sizing and animations the better. This is a new "feature" introduced in Chrome 58 from what I can tell which is fine, but there should be a way to disabled it. Disabling hardware acceleration didn't seem to help and I can't find other options. I added a gif "video" of the example here.

Did this work before? Yes 57

Chrome version: 58.0.3029.96 Channel: stable
OS Version: 4.4.0-77-generic xUbuntu x86_64
Flash Version:

See attached .gif animation example for reference. Thanks!
