NavigationItem::GetReferrer().policy is always set to web::ReferrerPolicyDefault

This has regressed during UIWebView -> WKWebView transitioning when Chrome for iOS stopped updating referrer. In practice it means that referrer is not correctly set for popups pages and NavigationItem::GetReferrer().policy result is aways web::ReferrerPolicyDefault.
