Pixel_DirectComposition_Video_VP9 test failing on Windows 10 GPU FYI bots

The gpu_tests.pixel_integration_test.PixelIntegrationTest.Pixel_DirectComposition_Video_VP9 is failing on all of the Windows 10 GPU FYI bots.  Example failure: https://build.chromium.org/p/chromium.gpu.fyi/builders/Win10%20Debug%20%28NVIDIA%29/builds/1069

No regression range is possible because the bots were failing all tests for over a day.

Assuming this is due to one of John's CLs related to video on Friday.
