What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools 
2. Now click on 'Filter' text box under 'Styles' section and press 'Tab' key to bring focus on '+' button i.e 'New style rule' and press 'Space bar key' to add new style rule.
3. Now press 'Tab' or 'Shift + Tab' key continuously and observe '+' button

Actual: Unnecessary blink of grey focus highlight is seen on '+' button after pressing 'Tab' key
Expected: Unnecessary blink of grey focus highlight should not be seen on '+' button after pressing 'Tab' key

This is a non-regression issue, seen from M-59 series as Grey focus highlight on '+' button in devtools appears from build # 59.0.3059.0
