Regression: Multiple text-box is seen for 'XHR Breakpoints' after hitting Enter key multiple time

Issue description

Chrome Version: 58.0.3029.110 691bdb490962d4e6ae7f25c6ab1fdd0faaf19cd0-refs/branch-heads/3029@{#830}32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.3)

Steps:
1. Launch Chrome, open devtools on NTP and go to Source tab
2. Click on 'XHR Breakpoints' and then click on '+' icon 
3. Now press Enter multiple times and observe

Actual: Multiple text-box is seen for 'XHR Breakpoints' after pressing enter key multiple time

Expected: Text-box for 'XHR Breakpoints' should open and close alternatively after hitting Enter key multiple times

This is a regression issue broken in M-54, will soon update the bisect info

Joel, could you please take a look. It is definitely focus related, we should move focus from add button to input field.
