RFE: Don't overwrite link preview status bubble with network activity messages

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Go to a page where it takes at least several seconds to load all of the images/iframes/etc
2. While the page components are still loading, hover the cursor over a link
3. 

What is the expected behavior?
The URL preview (link preview) will display in the status bar (status bubble) for as long as the cursor is hovering over the link.

What went wrong?
The URL goes away from the status bar as soon as a message about network activity comes up.

Did this work before? No 

Chrome version: 58.0.3029.96  Channel: stable
OS Version: Fedora 25
Flash Version: Shockwave Flash 25.0 r0

could you please provide us any sample URL to triage the issue from our end.
Also please try the issue once on latest stable 58.0.3029.110 and update the thread.

58.0.3029.110 isn't available to me yet via the Fedora RPM repo (http://dl.google.com/linux/chrome/rpm/stable/x86_64), but the bug is still present in 60.0.3088.3 unstable.

Unable to reproduce the issue on Ubuntu 14.04 using chrome dev #60.0.3095.5 and latest stable #58.0.3029.110.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to http://www.cracked.com/blog/5-things-critics-love-about-gta-v-that-actually-suck/
2. While the page components were still loading, hovered the cursor over a link.
3. Observed that URL preview (link preview) displayed in the status bar (status bubble) for as long as the cursor was hovering over the link as expected.

khym.chanur@ - Could you please verify the screen cast and please let us know if anything missed from our side. Also please check this issue using chrome dev #60.0.3095.5 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

As far as I can tell, the screencast *does* show a reproduction.  The bubble/bar in the lower left-hand corner of the page keeps showing various network activity information, rather than showing the URL of the link which the cursor is hovering over.

Able to reproduce the issue on windows 7, Ubuntu 14.04 using chrome version 58.0.3029.110 and canary 61.0.3114.0.
This issue is observed from M40 old builds.Marking it as Untriaged to get more inputs from dev team.
