URL Image type custom properties have incorrect loaded state & intrinsicWidth/Hight/Ratio |

Issue descriptionIf you register a custom property with image syntax and url value and use it (e.g. make background-image: var(--my-image)) the loaded state will still be "unloaded" and the intrinsicWidth/Height/Ratio are null. This can be seen in testcase t1 in LayoutTests/typedcssom/computedstyle/custom-properties.html, added in https://codereview.chromium.org/2791193004 However the state & intrinsic attributes for background-image will be correct (see testcase t2 in the same file).

Good question. I'm not sure if custom properties registered as <image> should actually load the image so that Typed OM can have this data. Worth filing a spec issue against https://drafts.css-houdini.org/css-properties-values-api-1/ to clarify this.
