Regression: [DevTools] Vertical scroll bar doesn't work under 'Search' section.

Issue descriptionChrome Version: 58.0.3029.110 (Official Build)691bdb490962d4e6ae7f25c6ab1fdd0faaf19cd0-refs/branch-heads/3029@{#830} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome, open 'DevTools' window and press "Ctrl + Shift + F" to open 'Search' section. 2. Type any text in search box and hit 'Enter' key such that 'No matches found' message is displayed. 3. Completely resize the DevTools window from LHS to RHS such that vertical scroll bar appears under 'Search' section. 4. Now, try to scroll the vertical scroll bar and observe. Vertical scroll bar doesn't work. Vertical scroll bar should work. This is a regression issue, broken in M-58 series, below is manual regression range. Good build: 58.0.3021.0 Bad build: 58.0.3022.0 Kindly review the attached screen-cast for reference.
