It appears that there are some latency ( > 2 days) between DEPS roll of dependent repos (e.g. third_party/icu, v8 ) and cs.chromium.org. 

For instance, third_party/icu was rolled to 4b06aad on May 5 (4:46PM, UTC-7 / US Pacific time), but cs.chromium.org still has ICU @ b34251f (as of now). 

I'm not sure what to expect. Maybe, a couple of days latency is WAI, but the main repo (top level chromium tree) appears updated very frequently, which sets the expectation 'high' :-)
