I can't repro this on Mac.

1- Can you enable #secondary-ui-md?
2- What exactly do you mean by "Mousing out"
3- Are you tabbing through stuff when repro'ing? The hover highlight is the same as the tab highlight (which is persistent).

Ah, sorry, it does look like it's fixed when enabling secondary ui md.

By mousing out I mean hovering over the row with your cursor and then using the mouse to move both out of that row and out of the payment request modal dialog.

Even though you're mouse is no longer hovering over the row, the active hover state is still enabled.

But since it looks like this is fixed by material, marking as such.
