Stop prompting user to save credit card if user has rejected offer 3 times

Issue description

Chrome Version: tip of head
OS: All

What steps will reproduce the problem?
(1) Visit https://dump-truck.appspot.com and fill a CC form.
(2) Chrome will prompt user to save card. Dismiss the prompt.
(3) Repeat steps (1) and (2) - Chrome continue to display the prompt.

What is the expected result?

Desired result is Chrome should stop displaying prompt after user has dismissed offer N times (N = 3, for e.g.)

What happens instead?

Chrome continues to request user to make a decision.

The open issue for this feature is if we want to limit # prompts per device or per card. Limiting # prompts per card requires us to save a hash of the card or some digits of the card (e.g. last 4) but it can be brute forced.
