This bug is to track the work needed to support better keyboard movement in docs. This includes:
- cursor and selection (nektar@)
- lines - get Blink to expose a consitent line data structure (dmazzoni@)
- using the down arrow (think through table cell selection, absolute positioned images, header and footer, selection boundaries, and braille word wrapping)
