Issue descriptionCurrently, shipping profiles are returned by frecency. Rather, the default selected shipping profile should be the "most frecent" but also the most complete from that set.

It's done-ish. What we have is good enough to ship, but the bug I'm merging this into has a few notes on future refinements.
