Looking at this now. It seems unlikely that my CL caused this mainly because this CL was scoped to having LoFi features enabled.

This test started being noisy in early April (chromium commits 462607 - 462739) and recently became noisier yesterday (chromium commits 469668 - 469706). I restarted the same bisect to see if it points to my CL again, but I don't believe these tests run with LoFi flags on, and if they did they don't use images, so the perf of scrolling should not be affected much.
