3 dot menu extension overflow is not fully respecting global dark themes

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3088.3 Safari/537.36 Steps to reproduce the problem: 1. Select a global dark theme in gnome/GTK 2. Open chrome 3. Open 3 dot menu What is the expected behavior? Entire 3 dot menu is stylized uniformly and respects the global dark theme. What went wrong? The section of the 3 dot menu that contains extension icons is permanently light themed while the rest of the menu appropriately respects the global dark theme. This can be seen in the top right of the picture attached. Did this work before? Yes dev 59 Chrome version: 60.0.3088.3 Channel: dev OS Version: Ubuntu 17.04 Flash Version: Shockwave Flash 26.0 r0
