Mustash: Chinese pinyin input method doesn't work

Project Member Reported by moshayedi@chromium.org, May 8 2017

Issue description

chrome --mash with official input method package copied from device into /usr/share/chromeos-assets. From settings, add Chinese language and Pinyin input method.

Change the input method to Pinyin and start typing. No characters are output.

The following revision refers to this bug:
  https://chromium.googlesource.com/chromium/src.git/+/9367844905d7607830db16535e072939175064c6

commit 9367844905d7607830db16535e072939175064c6
Author: moshayedi <moshayedi@chromium.org>
Date: Tue May 09 03:45:51 2017

Add nacl_loader_manifest to mash's catalog.

This is to make NaCl input method extensions (e.g. Chinese Pinyin input method)
work in --mash.
