Regression:Flickering of content is observed after clicking on edit person icon.

Issue descriptionChrome Version:60.0.3093.0 (Official Build) b528d28ed46e08084f9b1a6a0e81fad09419176d-refs/heads/master@{#469894} 32/64 bit OS:Windows (7,8,10), Mac (10.11.6, 10.12.1) What steps will reproduce the problem? (1)Launch chrome and click on avatar icon > Manage people > Add person > save (2)Again click on avatar icon of fresh user such that chrome://settings/manageProfile appears. (3)Click on any other edit person icon, observe. (4)Click on back button,click on profile icon and select any other edit person icon and observe. Actual: Flickering of content is observed after clicking on edit person icon. Expected: No such flickering should be seen after clicking on edit person icon. This is a regression issue broken in 'M59' and below is the manual regression range Good Build: 59.0.3049.0 Bad Build: 59.0.3050.0 Note: Issue not seen on Linux OS.

It is not clear to me why this bug was assigned to me. I am not the author of https://codereview.chromium.org/2766683003 , not am I an owner for UI>Settings component. I am unassigned myself from this bug and marking it as untriaged so that it gets triaged by the UI>Settings component owners.
