[MD Settings] Navigation issue is observed on Settings page on clearing the search settings textbox.

Issue descriptionChrome Version : 60.0.3093.0 (Official Build)b528d28ed46e08084f9b1a6a0e81fad09419176d-refs/heads/master@{#469894} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome, go to chrome://md-settings page and type 'hi' or anything in 'Search settings' textbox. 2. Click on 'Customize fonts' option under 'Appearance' section to open 'Customize fonts' subpage. 3. Now, click on 'X' button in Search settings textbox to clear the textbox and observe. On clearing the search box, Unnecessary it navigates to Settings (chrome://settings) page. On clearing the search box, it should stay on Customize fonts (chrome://settings/fonts) subpage. This is a non-regression issue, seen from M-54 series. Kindly review the attached screen-cast for reference.
