Issue descriptionVersion: 60.0.3093.0 b528d28ed46e08084f9b1a6a0e81fad09419176d-refs/heads/master@{#469894} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/ 2. Now click on 'Import bookmarks and settings' and close the overlay. 3. Now click on 'Visit site information' button in omnibox of browser to open page info bubble,then click any where to close page info bubble and at the same time observe the arrow icon besides 'Import bookmarks and settings' Actual: Unnecessary blink of grey focus highlight is seen on arrow icon Expected: Unnecessary blink of grey focus highlight should not be seen on arrow icon This is regression issue, broken in ‘M 59’ and will soon update other info : Good build:59.0.3062.0 Bad build: 59.0.3063.0

+dbeam,tbuckley We are currently showing ripples anytime the page regains focus (see attached video). I am not sure if this is a bug or working as intended per MD Spec.

Chrome's behavior when switching windows is to show focus. Ripples are just a more visible focus state than the default blue rectangle. @dbeam is this something that would be fixed by the focus-ring proposal? If so, this can be dup'd into Issue 711213
