Issue descriptionChrome Version: 60.0.3093.0 OS: Ubuntu 14.04, Windows What steps will reproduce the problem? (1)Launch Chrome and navigate to https://dhsdfga.com/ (2)Wait till the page to load and observe the spacing between ERR_TIMED_OUT and Reload button. Actual:Spacing is more between ERR_TIMED_OUT and Reload button. Expected:Spacing should be proper between ERR_TIMED_OUT and Reload button. Able to reproduce this issue on Mac OS 10.12.4 using chrome latest dev #60.0.3093.0. Unable to perform per revision bisect results, builds are not getting invoked for the given good and bad ranges. So performed chromium bisect and updating information below. Does this break any automated tests? If so, those tests should be updated to be compatible with both the desktop and mobile layouts for interstitials. If this is just a manual test, is there an actual problem? The point of the CL was to switch to error page mobile layout for more window sizes/resolutions (whenever the desktop layout doesn't fit). Unless there's a serious concern, this is WAI.

This was an intentional change, so I'm going to close as WAI unless there's a real issue I'm overlooking.
