State of physical web is not displayed correctly in privacy window.

Issue description

App Version: 60.0.3093.0
iOS Version: 10.2.1, 10.3.1, 9.3.5
Device: iPhone, iPad

Steps to reproduce:
1. Launch chrome and open settings
2. Tap on privacy and Tap on physical web
3. Turn off the physical web (By default physical web is on)
4. Tap on the back button 
 
Observed results:
Notice the physical web state is not displayed as “off”
 
Expected results:
The valid physical web state should be displayed in the privacy window.
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Firefox/Safari: Firefox: NA Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): NA
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M59

Matt, could you take a look, in case answer pops right out at you?

Looking at the video, it looks like the PW settings are OK, its just the "Privacy" page has a grey "On" beside the PW menu item, which doesn't seem to re-draw after hitting back button from the PW settings page.

Not sure if other menu items on the Privacy page have the same issue.
