No longer able to swipe left or right for back/forward page navigation

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. Open random page 
3. Swipe right to navigate to previous page

What is the expected behavior?
Upon swiping right, the page should be able to navigate to the previous page as the back button.

What went wrong?
Swiping left or right does nothing.

Did this work before? Yes 

Chrome version: 58.0.3029.96  Channel: stable
OS Version: 10.0

Tested the issue on windows 10 touch laptop using chrome M58 #58.0.3029.96 and latest stable M58 #58.0.3029.110 and issue is not reproduced.

Attached screencast for reference.

@www.utubeacc100--- Could you please check in latest stable with fresh chrome profile without any extensions and flags enabled and update this with your observations.
