Canot download any file

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Disable history
2. Disable flash
3. Try to download any file

What is the expected behavior?
The file should be downloaded.

What went wrong?

I am programmer and I really don't want Chrome to take screenshots of webpages I visit. Because chrome developers obviously don't want to fix it, and I am suspicious Google uses it to spy users, I tried to fix it myself.

I noticed that all thumbnails are stored in a few files in Chrome's folder in appdata. So, I created a driver for my hard drive which forbids access to these files. Literally, not even a Windows kernel can now access these files, so this is how I prevented Chrome from accessing these files. I blocked the following files in my driver:

1. Chrome/User Data/Default/History
2. Chrome/User Data/Default/History-journal
3. Chrome/User Data/PepperFlash
4. Chrome/User Data/Default/PepperData

Now, Chrome no longer can save screenshots of websites I visit. However, everything worked perfectly (except annoying dialog on startup which warns me that something is wrong). But, after the last update, I can no longer download files. Simply, when I open a file which should be downloaded, nothing happens.

I don't wan to re-enable these files I disabled, so I tried to figure out why Chrome no longer can download files. I disassembled Chrome and analized data and text memory of Chrome's process. I noticed that the problem is because, if user wants to download something, Chrome's process firstly encrypt the link and save it to some of files (which I blocked) and then download the actual file. It is very suspicious. Why Chrome store encrypted links of files I download?

To summarize, the problem is because it is now impossible to download files. I cannot download any single file from the internet.

Status: WontFix (was: Unconfirmed)
The downloads database is stored in the history directory, so if you block Chrome from accessing it, downloads will no longer work.
