Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 OPR/44.0.2510.1218 Steps to reproduce the problem: 1. Go to https://codepen.io/anon/pen/pPdKPZ 2. (Optionally) set CPU throttling in dev tools 3. Click the combo box a few times What is the expected behavior? The expanded combo box is displayed in one step (without flickering). What went wrong? Sometimes a white rectangle with the border is painted before the actual combo box content is displayed. Did this work before? N/A Chrome version: 60.0.3091.0 Channel: canary OS Version: 10.0 Flash Version: The demo uses background colors, but it's also reproducible without them.

There's no need for another test URL, actually. The inconsistency of the paint is what the bug report is about. I can reproduce the bug easily even without devtools throttling on a fast PC with 4GHz i7 CPU and nVidia GTX 750 Ti. Able to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome stable version #59.0.3071.115 and latest canary #61.0.3159.0. Issue is not seen in OS-Mac. This is a non-regression issue as it is observed from M45 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
