Unable to reproduce the issue on Windows 7,Mac 10.12.4 & Ubuntu 14.04 using chrome latest stable-58.0.3029.110 .
Able to clear history successfully without any issue.

Could you please let us know the OS & chrome version where you observed the issue.

As per comment #3, issue is related to android mobile
