Last Modified time format in File Manager is wrong

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.89 Safari/537.36
Platform: 9334.58.0 (Official Build) stable-channel lars

Steps to reproduce the problem:
1. Set the system language to English (United Kingdom)
2. Open the Files app
3. Look at the Last Modified date on any file

What is the expected behavior?
Last Modified time should appear in the proper local format, ie "4 Mar 2017 10:43"

What went wrong?
Last Modified time appears in a bizarre format, ie "2017 M03 4 10:43". 

Did this work before? Yes 57

Chrome version: 58.0.3029.89  Channel: stable
OS Version: 9334.58.0
Flash Version: Shockwave Flash 25.0 r0

Switching to English (United States) causes the Last Modified date to appear correctly. Switch back to English (United Kingdom), and the problem returns.

The issue is also present in Guest mode.
Reproduced the problem on another machine (gnawty), with another account. Locale on this machine was set to English (Australia).

Dates were fine in 57.0.2987.123, and broken following update to 58.0.3029.89. Before and after screenshots are attached.
