MY APPS AND THEMES TOOK ABOUT 3-4 TIMES TO FINALLY INSTALL

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1.Issue 709830 has been merged into this issue. 
2.Issue also observed on 58.0.3029.89/9334.58.0 on kip device. 
3.Played for a while on 9202.71.0/57.0.2987.154 on kip and glimmer, and not able to reproduce the issue.

Still devices are running with test setup. I'll update here if issue observed. 

What is the expected behavior?
EITHER WITH KIP OR CPU

What went wrong?
I tried manually running that video 8-10 times and could not reproduce.
