Clicking on a network name/SSID in system tray -> SSID list crashes and/or restarts Chrome

Issue description

Chrome OS: R60 Canary

What steps will reproduce the problem?
(1) open chromebook, go to networks in the system tray
(2) in the list of SSIDs, click on any SSID


What is the expected result?
Connecting to that SSID smoothly. 

What happens instead?
Screen is black for a momentarily, appears as if Chrome restarted. 
Connection to that network may or may not happen. 

We have wifi debug camps going on for devices yet to be launched, and this is significantly slowing down the debug - the connection works
fine when done through shill scripts, its only the GUI that is broken.

I believe this is the same as  issue 718411  as the fix is not yet in Canary.
