Drag Drop API from iframe to parent window registers no DnD events

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Download the attached files into the same directory.
2. Open iframe-dnd-test.html in Chrome.
3. Attempt to drag the iframe draggable div into the drop point in the parent window.
4. No DnD events are received; when dragging the draggable div in the parent window, DnD events are received.

What is the expected behavior?
Produced the expected behavior in FireFox: drags from the child iframe should be received in the parent window.

What went wrong?
No DnD events are received by dragging the iframe draggable to the parent window.

Does this work in other browsers? Yes

Chrome version: 58.0.3029.96  Channel: stable
OS Version: 10.0
Flash Version: 

I've had success with DnD between iframes, this is really the only case I've had trouble with.

Tested the issue on Windows 7 & 10 , mac os 10.12.3 using chrome M58 #58.0.3029.96 and issue is reproduced with the following steps :

1. Downloaded given html files in a folder and loaded iframe-dnd-test.html file in chrome.
2. dragged child frame to parent frame and didnt see any change as in firefox.
