Once and a while a tab in chrome will not scroll, but any other tabs will.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Leave several tabs up for an extended period of time 2. Periodically check scrolling ability on each tab 3. What is the expected behavior? The ability to always scroll on every tab. What went wrong? Sometimes an individual tab in chrome will permanently lose scrolling ability on its page. I usually just close them. Did this work before? Unable to reproduce the issue on Windows 10 with chrome #58.0.3029.110 Tested the issue with 10 tabs and worked for period of 6 hours, Observed the scrolling ability of each tab is working as expected. ericrifenburgh74@ Could you please update chrome to the latest version and re-try the same scenario with clean profile with no apps/extensions and let us know your observations.
