Consider creating a LoginWebDialogController

Basically the goal I want is:

(1) manages the shown/closed LoginWebDialog* instance_.
(2) provides the API to CloseDialog for oobe handler.

Status: Archived (was: Assigned)

The proposal doesn't sound quite good. When the dialog is shown, seems we cannot pass the call from webui view to the dialog.
